Does your agency need a dive team?? A few pointers here....

If your agency is near any body of water, a scuba-equipped dive team could improve your ability to conduct many investigations. Since nearly 75 percent of the earth is covered by water, population centers big and small tend to be located close to various sources of this very necessary element. Unlike fish, however, humans don’t live in water and generally aren’t adept at existing in it for much longer than it takes to bathe. Thus, there are all sorts of things that can take place in or hide in bodies of water. Some will be the result of criminal actions; some will be accidental. Many will require police to respond in order to recover evidence or further an investigation, and this requires personnel specially trained and equipped for such duty: a dive team. Police shoot man twice during North End drug raid By CHRIS KITCHING, SUN MEDIA A 27-year-old man who was shot by Winnipeg police during a drug raid early yesterday is a known gang member or associate with an extensive criminal history, sources say. Despite being shot at least twice, the man was in stable condition at Health Sciences Centre yesterday, police said. Police would not explain why the officer opened fire. "These decisions are never, ever taken lightly," said police spokeswoman Const. Jacqueline Chaput. It is the second non-fatal shooting involving police in Winnipeg this year. The shots, fired by a member of the tactical support team, struck the man in the "mid portion" of his body, Chaput said. I knew last week as soon I heard it was Judge ABRA this guy wouldn't be getting full time as authorized by the CCC. Canada places visa rules on Czechs, Mexicans OTTAWA (AFP) - Canada on Tuesday reinstated a travel visa requirement for Czech and Mexican passport holders in a bid to crack down on an explosion in the number of fraudulent refugee claims. The measure, which went into effect at one minute past midnight (0401 GMT), "will give us a greater ability to manage the flow of people into Canada and verify bona fides," Immigration Minister Jason Kenney said in a statement this week. For the first 48 hours, Czech and Mexican nationals may apply upon arrival in Canada, but a visa will be required after 11:59 pm Wednesday (0359 GMT Thursday). Mexico is the number one source country for refugee claims in Canada, almost tripling since 2005 to 9,400 claims last year, or 25 percent of the total received. Introduction While each statement taken by an investigator is an individual effort reflecting the skills and ability of the investigator, some basic guidelines should be followed for every statement. The guidelines apply to ALL statements. Although the investigator may add points beyond the basic guidelines and, in fact, should make adjustments for cases where Young Offenders are involved, where specific legislation provides directions, where handicapped persons are involved, or where translators are included, the basic steps remain intact and apply for all cautioned/warned statements. The nine basic steps to be followed by an investigator for all cautioned/warned statements are provided. The descriptions used for the steps may vary from region to region, but they remain applicable and the sequence of steps remains the same.
