Police shoot man twice during North End drug raid

A 27-year-old man who was shot by Winnipeg police during a drug raid early yesterday is a known gang member or associate with an extensive criminal history, sources say.
Despite being shot at least twice, the man was in stable condition at Health Sciences Centre yesterday, police said.
Police would not explain why the officer opened fire.
"These decisions are never, ever taken lightly," said police spokeswoman Const. Jacqueline Chaput.
It is the second non-fatal shooting involving police in Winnipeg this year.
The shots, fired by a member of the tactical support team, struck the man in the "mid portion" of his body, Chaput said.
Two tactical officers -- with a combined 26 years of experience -- are on mandatory administrative leave, Chaput said.
None of the officers was injured.
Tactical officers are highly trained and carry high-powered assault rifles. Police would not say what type of firearm was discharged.
The incident happened in the main-floor suite of a duplex at 371 Mountain Ave. in the North End about 2:20 a.m.
The street crime unit was serving a drug warrant and the tactical support team was present because police believed there may have been firearms inside, a source said.
Police would not say if anyone in the suite was armed. Three people were inside at the time.
People who live nearby said they heard two to four loud bangs -- possibly the sound of a battering ram used to break down a door, followed by gunshots.
Street crime officers are unable to do a drug sweep until the shooting investigation wraps, Chaput said.
Area residents said police have raided the suite before.
The rental property is owned by a man in B.C., according to city records.
The investigation is being handled by the homicide unit, which probes all officer-involved shootings.

A Winnipeg police officer shot a man multiple times while raiding a North End home for drugs early Friday morning.
A source said the injured man, Derek Richard, 27, is affiliated with a Manitoba street gang.
The Winnipeg Police Service street crime unit and tactical support team swooped in on a triplex at 371 Mountain Ave. at about 2:20 a.m.
Richard was hit more than once in the midsection by bullets fired by a member of the tactical support team. No officers were injured.
Police did not say if they seized guns or weapons from the home, or if the man threatened officers before he was shot.
In previous police-involved shootings, police have specified if a suspect threatened officers with a weapon.
"The details surrounding the circumstances of the firearm discharge are yet to be determined by the ongoing investigation," police spokeswoman Const. Jackie Chaput said. Members of the homicide unit, responsible for investigating all officer-involved shootings, are looking into what happened.
Chaput did not say how many times the man was shot, but said it was more than once. Richard was in hospital Friday evening with non-life-threatening injuries.
Two other people were also in the home when the shooting occurred, Chaput said.
The house is occupied by a man in his 40s who lived with his common-law partner and a son in his 20s, according to a neighbour.
One neighbour said he saw police use a battering ram to enter the home. Another neighbour also heard several shots being fired.
Police said the search for drugs stopped after the shooting but would continue later.
The home is a rental property that belongs to a British Columbia man.
The officer who fired his gun and his partner are on administrative leave. The two have a total of 26 years of experience, police said.
Chaput said an administrative leave is usually a minimum of three days.
At the time of the bust Richard faced two drug charges and a charge of possession of property obtained by crime. His next court date is in September.

Okay, Jackie Chaput's hands are basically tied being in media relations and can only give out what the " Chief's" script writers give her but I went down to see for myself as a buddy of mine who is on the WPG Ident. section was working the scene, and after talking with Duane I found out the following:
1) The perp was brandishing a 9mm at the Tac Officers
2) $14,000.00 was found in cash
3) A large quantity of cocaine was found at the scene
4) Other firearms were found at the scene
Keeping in mind when use of lethal force is neccessary the officers involved have to make a split second decision on whether their lives, other officer's lives, and the live's of bystanders are in imminent danger. THEY WERE!! If the TAC Team had wanted this guy dead he would be, instead he was shot twice in the hip to bring him down instead of aiming for center mass they opted for the hip shoot. He's in hospital and giving out interviews to the news media as I write this.
My heart goes out to the two involved in the shootings as now the bullshit with IAD, Homicide, and the Civilian Complaints review committee comes in. They're on a minimum of 3 days Admin. leave now where they are going to have to go over their version of event's again, and again, and again. The family of the shot perp has already made it clear that they want a review as the Mother of the perp stated on the CTV news, " They wouldn't have shot him if he wasn't an Indian". BULLSHIT lady, your " good little boy with the gang ties" was coming at 2 officers who percieved their lives to be in danger, and the lives of the officer's on the street crime unit who were there to serve the warrant.
The two officers involved with the shoot, which was completely righteous in my perspective will have to live with this now for the rest of their careers with the " what if's" going through their minds. I'm just so damn glad that the perp had the weapon and it was found in close proximity where he went down as now there should be no question in the IAD and Homicide Divs. minds that they acted correctly.
Kind of makes you want to give up the proffession of law enforcement when things like this happen, retire, open a dive shop and give guided tours to dive with GREAT WHITE SHARKS, at least you know they're out for blood and can be prepared. With the Civilian Complaints Review Board, they are " out for blood" and you can only hope who ever is heading the panel doesn't does not have his/her " head up their ass" and can see the facts correctly. This will definetlty turn into a zoo with the family of the shot perp sueing the WPS for mega $$$ now, as they'll claim a " race" issue, and they know the Province will settle out of court for big bucks, it has happened so many times before.
My hats off to the 2 officers from TAC TEAM, you guys did your job, and in a very professional manner. I think I would have aimed for center mass and saved the Province money. These native gangs and thugs are totally out of control!!
